While walking in town, I came upon a quite disgusting sight, a non-functioning water fountain containing cigarette butts. Can something be done to remove this ugly blight?

If it is the cost that is preventing its removal, I will volunteer to fill it with concrete, which will end this abuse. Please join me in contacting whichever governmental department is responsible for correcting this unsightly eyesore. If enough citizens voice concern, maybe action will ensue.
