King County Council to hold hearing on CSA Plan next week

The King County Council will hold a hearing about Vashon’s Community Service Area Plan next Monday and will include time for public comment.

The hearing is the end of a process that began in early 2016; the council is expected to adopt the plan that same day or at its next meeting on Dec 11.

The plan, an update to both Vashon Town and Community Plans, is expected to guide development on the island over the next 20 years. While the proposed plan is wide ranging, touching on matters such as agricultural policy, climate change and island demographics, the area that drew the most attention was related to affordable housing. In the end, a compromise was included in the plan. This compromise is a special district overlay (SDO) in the wider town area that would allow for an increased number of housing units to be built than zoning otherwise would allow — if all the new units would be built for affordable housing.

Some islanders fear this will not allow for the creation of enough affordable housing, while others fear it will bring too much development.

King County Council Chair Joe McDermott, who represents Vashon, said last week that he understands the SDO was a compromise and that neither side may be entirely happy.

He also noted the current version of the plan includes safeguards to prevent excessive development, including a county review should 120 units be built as well as annual reviews to determine the plan’s efficacy — if it offers too much or too little to encourage affordable housing development. McDermott added that the Department of Environmental Permitting and Review is expected to study the creation of affordable housing options on Vashon and will submit a proposal regarding its methodology to the council in March.
