LETTER: Overlay would not cause building boom

I feel that I have to correct the impression given by Mr. Lukowski concerning the overlay proposed for the town plan (“Overlay would stress water resources, is unnecessary,” March 29). Due to the costs involved in building multi-family housing, only a non-profit would likely be able to use the overlay. It is not a rezone of any kind. It simply gives some bonus units to any developer who would be building 100 percent affordable units.

It was mentioned at many of the meetings of the housing taskforce of the comprehensive plan update committee that the overlay might help Vashon HouseHold or another nonprofit developer create at least one more apartment complex on the island similar to the Eernisse project. The overlay could help nonprofits actually get some additional units built for our serious need for housing. Most of our larger undeveloped parcels are too wet to build out even at the current zoning. Any project asking for the density credit the overlay could supply would also have to currently have enough water shares to complete the project.

There is no way that there is sufficient buildable land in town or additional water shares to build out a large number of homes or apartments. That is a myth. There are also no alternatives that have been presented by the comprehensive plan committee or supported by the public to provide affordable housing. It’s important to get the facts, I think.
